Go to a safe location away from the offender.
Contact a Sexual Assault Prevention and Response Victim Advocate (SAPR VA) for MCRD San Diego, Western Recruiting Region, 24/7 Sexual Assault Support Line at (619) 846-6040, to determine the best plan for taking care of yourself and your options.
Do not shower, do not wash your hands or your clothing worn during the assault. Preserve all evidence from the assault.
Do not clean or straighten up the crime scene.
Seek medical care as soon as possible, even if you do not have any visible physical injuries, you may be at risk of becoming pregnant or contracting a sexually transmitted infection.
California is a Mandated Report State when it comes to sexual assaults, unless you make the report aboard the installation at the Military Treatment Facility (MTF).
The Restricted Reporting option applies to Reservists, Service members and their military dependents 18 years of age and older.

Expanded Eligibility to file a Restricted Report: Providing victims did not personally report the sexual assault incident to law enforcement, to include MCIOs, and they did not previously elect to make an Unrestricted Report by signing a DD Form 2910, with a SARC or SAPR VA on the same sexual assault incident – they can file a Restricted Report even if they disclosed the sexual assault incident to their commander or to personnel in the chain of command. Victims are able to elect a Restricted Report as long as they do not report the incident to law enforcement and/or have signed an Unrestricted Report via the DD 2910. (Sec. 540K, NDAA FY 2020)

Sexual assault victims are eligible to file Restricted Reports even if:

they disclosed the sexual assault incident to their commander or to personnel in the chain of command, or
there is an ongoing MCIO investigation into the sexual assault incident initiated by a third party and not due to the victim’s disclosure to law enforcement, or
the MCIO investigation into the sexual assault incident has been closed.

Who May Make a Restricted Report?

At this time, only military personnel and their adult dependents are eligible to file a Restricted Report. Service members who were victims of sexual assault PRIOR to enlistment or commissioning are eligible to receive SAPR services under either reporting option. National Guard (NG) and Reserve Component members who are sexually assaulted when performing active service or inactive duty training, or if reporting a sexual assault that occurred prior to, or while not performing active service or inactive duty training, are eligible to receive SAPR support advocacy services from a SARC and a SAPR VA and the appropriate referrals, if requested, and are eligible to file a Restricted or Unrestricted Report.

The Sexual Assault Prevention and Response (SAPR) program does not handle intimate partner violence cases. They are handled by the Family Advocacy Program.
Restricted Reporting Example

Service Member Smith arrives at the base medical emergency room and reports she has been sexually assaulted. Healthcare personnel immediately notify the SARC and begin any appropriate emergency medical treatment. Military law enforcement is NOT contacted.
The SARC assigns a SAPR VA to assist Service Member Smith. The SAPR VA meets Service Member Smith at the hospital and explains the Unrestricted and Restricted Reporting options and the processes associated with each, to include applicable pros and cons.
Service Member Smith elects the Restricted Reporting option.
Service Member Smith is asked if she would like a forensic examination, and she agrees.
The SAPR VA advises the healthcare personnel that Service Member Smith has elected the Restricted Reporting option and would like a Sexual Assault Forensic Examination (SAFE).
Forensic evidence of the assault is collected and preserved, and a computer-generated number is placed on the evidence instead of the victim’s name.
The healthcare personnel determines and schedules follow-up healthcare (medical and mental health) as appropriate, or as requested by the victim.
The SAPR VA advises the SARC that Service Member Smith has elected the Restricted Reporting option.
Within 24 hours of Service Member Smith’s Restricted Report, the SARC will inform the Commanding General that “an assault” has occurred, and provide the commander with details related to the sexual assault allegation but will NOT include the victim’s name or information that could allow the commander to easily deduce the name.

UNRESTRICTED REPORTING

This option is recommended for victims of sexual assault who desire an official investigation and command notification in addition to healthcare, victim advocacy and legal services. When selecting Unrestricted Reporting, you should use current reporting channels, e.g.:
Law Enforcement/MCIO (will initiate an investigation and start a “report of investigation”)
Commander (who will then immediately contact the MCIO to start a “report of investigation”)
Sexual Assault Response Coordinator (SARC) (who will fill out a report with the “DD Form 2910” where the victim elects a reporting option)
SAPR Victim Advocate (SAPR VA) (who will fill out a report with the “DD Form 2910”)
Health care personnel (who will then immediately contact the SARC to fill out the “DD Form 2910”)
Upon notification of a reported sexual assault, the SARC will immediately assign a SAPR VA and inform the victim of their right to speak to a Victims’ Legal Counsel (VLC).

At the victim’s discretion or request, the healthcare personnel shall conduct a sexual assault forensic examination (SAFE), which may include the collection of evidence. Details regarding the incident will be limited to only those personnel who have a legitimate need to know
